IROP hotel policy

I'm hoping someone can shed some light on this. I'd love to know what to do in the future.

I was travelling yesterday from MKE-ATL-BWI. The MKE-ATL was the last flight of the day to ATL and then I was originally scheduled for approx. 35 min layover in ATL before connecting to BWI. We took a one hour delay in MKE due to "small mechanical issue." Once they announced the new departure time I knew I'd miss my connection in Atlanta and I also knew that my ATL-BWI was the last flight outta ATL that night. I then called Delta and was told that they would pay for a hotel "in Atlanta or I could stay in MKE and they'd pay for a hotel there." (I live in DC) I decided to go to Atlanta and get the hotel there. When I called Delta back to clarify whether I could choose my own hotel or had to go to the one they'd picked then I was told by another phone res agent that they don't pay for hotels at all - making my former question moot at that point. I was able to get a supervisor to intervene over the phone who agreed to pay for my hotel in ATL but I'm just curious if the supervisor was just being nice and granted an exemption or if Delta really doesn't pay for hotels due to IROPS? and in case it comes up, I had gotten a AAA rate of $94 in Atlanta of the hotel I wanted so the "we don't pay" was not due to an outrageous price.

Thanks for any clarification on this in case I'm in this situation again.
