Purchasing a Same-day Standby Upgrade

Recently, I saw some buzz about Delta's revamped SDC policy, so I perused it to see what it was all about. When I got to the bottom of the page, I saw the section about standby upgrades and I was intrigued. I tried searching FT and the internet in general, but couldn't really find anything that satisfied my curiosity. So I was hoping you experienced folk could help me out and answer some of my questions.
Just in case anyone is wondering, here is what I'm talking about (scroll down to the bottom): http://www.delta.com/content/www/en_....html#Same-day

I know other airlines offer upgrades-for-purchase options, but I never knew Delta had one. So my very first question is: do these ever happen or has anyone ever done it before? Or is it more like a tall tale which cannot possibly be true?

I understand fare codes and that they apply to only specific ones. So how do you find out if you can get one or if they're available? Do you ask when you check in/drop off luggage, or do you have to go to the gate and ask the gate agent?

Do they only apply to domestic flights, or on any Delta flight? I'm assuming all qualify, since I don't really know of any direct domestic flights that are over 3,000 (I know SLC-JFK is just under 2000, and I have a ANC-LAX coming up that's 2300 or so).

I have a couple trips coming up this summer. One is next week. I'll be flying SLC-JFK-ACC and the return is ACC-JFK-ATL-SLC. On the way out, my tickets are a Q fare but the flights back are U fare, unfortunately. Any chance I might be able to take advantage of the same day upgrade outbound, and inbound if I were to call and pay to chance fares and the change fee? (I know, probably not worth the effort and cost)

It's mostly hypothetical, especially the latter about changing fares and stuff. But hey, if I could make it work out, that would be awesome, mostly on the TATL flights. I've been able to use SWUs between JFK and ACC before and it makes for an infinitely better experience. I'm new to all this frequent flyer stuff, so my apologies if this stuff is old hat or has been discussed a million times.
