D1530 depart 1 min early arrive 1 hour late?

So I was talking to a friend this afternoon who was complaining that he was stuck in LAS for 10 hours because his flight was delayed meaning he would miss his connection and next available connection was Sun am.

So I check the status on Delta.com and it shows 1530 departed 1 min early but arrived at ATL almost 60 minutes late. Can this be accurate? Do they really build fuel for 1 hour of delay?
